Within the framework of his working visit to the Russian Federation in Saint Petersburg the Head of our State has got acquainted with the activity of “Diakont” JSC.
Before the start of the presentation the Presidents of Kazakhstan and Russia have made a statement on the occasion of the Defence Ministry aircraft crash. Nursultan Nazarbayev has once again expressed condolences to the Russian people.
“Diakont” JSC is one of two companies in the world that produces radiation-resistant lenses, zoom lenses, and is among the world leaders in the design and manufacture of safety equipment in the high technology sectors of the economy.
The Kazakh President has paid a visit to “Biocad” JSC, which is Russia’s leading innovative company with the full cycle of drug development. The company uses the principles of mathematical modeling in clinical tests, thus increasing the probability of choosing the best ways to use drugs.
During the meeting with the Russian Federation President Vladimir Putin the Head of the State noted the effective cooperation of Kazakhstan and Russia in the framework of the Eurasian Economic Union.
– Our relations are in progress. The issues come up, but we solve them at the level of our governments. We have discussed the matters of Baikonur’s further development. Now we have worked out the Road Map in question for 8 years, – Nursultan Nazarbayev said.
Kazakhstan’s President has also emphasized our country’s fruitful presidency in the EEU, during which the Union’s Customs Code was agreed and prepared for signing.
– I feel that the present Heads of the States will set their seals to the document. Commercial exchange between the EEU countries is declining; that is due to the situation on the stock exchange prices of our goods. At the same time, the quantum of trade remains unchanged, – Nursultan Nazarbayev said.
The President of Kazakhstan expressed his intention regarding the further development of military and technical cooperation with the Russian Federation.
In addition, the Head of the State assured Vladimir Putin of Kazakhstan’s readiness to provide the platform in Astana for the talks on the Syrian conflict.
In turn, the Russian leader congratulated Nursultan Nazarbayev on 25 years of Kazakhstan’s independence, noting the country’s achievements during that period.
– Kazakhstan is the active participant of integration processes. The mere fact that the prosperous country is pushing for the integration project is a positive impact on all parties to the EEU, – Vladimir Putin said.
The following documents have been inked as a result of bilateral negotiations:
– Concept of further cooperation in “Baikonur” complex;
– Protocol to amend the interstate agreement on Baikonur; the order of formation and the status of its executive bodies as of 23 December 1995, with regard to list of Kazakhstan’s state bodies.
Kazakhstan’s President took part in the Supreme Eurasian Economic Council meeting. The meeting was also attended by the Presidents of Russia, Armenia and Kyrgyzstan.
The Head of the State noted the preparation of the EEU Customs Code; when developing it the observance of the interests of the participating countries’ citizens is given priority, as well as the creation of transparent and stable business rules.
– Despite the challenging external environment and through the joint efforts we have succeeded to move forward in implementation of the main priorities outlined by Kazakhstan at the beginning of the year. One of the key documents of our integration – the EEU Customs Code – is prepared for being inked, – Nursultan Nazarbayev said.
Kazakhstan’s President has also made point of finalization of the electricity market development program, arrangement of service sectors’ liberalization plan and beginning of the process for creating a shared EEU financial market.
The Head of the State stressed the strengthening of international cooperation during Kazakhstan’s chairmanship.
– We have drastically come far in this direction. The agreement on free trade zone with Vietnam entered into force in October. The matter to begin negotiations on establishing similar zones with Iran, India, Singapore and Egypt is on the carpet. More than 25 memoranda of cooperation and interaction with various countries have been endorsed. The course is set for integration of the Silk Road Economic Belt with our Union. There is a search for common ground with the European Union and the Shanghai Cooperation Organization, – Nursultan Nazarbayev said.
The President of Kazakhstan noted that trade agreements with China and Israel are actively negotiated, and the states of South America are showing interest in the Union.
The Head of State said that the logical phase of activity to cultivate the EEU international economic relations is the Statement on the trade policy elaboration to outline the key principles of cooperation with foreign partners.
– Alongside with that we should not forget that the activity on trade agreements requires consistency, maximum pragmatic approach, taking into account the interests of all the Union members. It is essential to think through the structure of tariff commitments, a list of feasible exemptions, with due account for our resources and restrictions, working out all risks and opportunities, – Nursultan Nazarbayev said.
The President of Kazakhstan pointed out a number of factors affecting the EEU activity, including the deterioration of global economic conditions and unresolved internal issues of the association.
– The overriding concern in dealing with challenging issues, first of all, should be the Eurasian Economic Commission. At present it is important to look under the crisis and to develop system-level and long-term solutions for building the EEU future strategy. In this connection it is necessary to create an anti-crisis council. If the leaders support, I propose to entrust the Commission, together with our governments, to consider the issue and take an appropriate decision, – the Head of the State said.
In conclusion, Nursultan Nazarbayev wished the leadership of Kyrgyzstan a successful work as the EEU President.
Kazakhstan’s President took part in the meeting of the CSTO Collective Security Board. The meeting has also been attended by the Presidents of Russia, Armenia, Kyrgyzstan and Tajikistan.
– We know how challenging are the relations in many areas of the world. The number of problem-plagued hotspots is not declining, – the Russian leader said at the opening of the event.
During the meeting its participants discussed topical issues on the agenda, among them are the measures to combat terrorism.
